When download a app it say pending

Hi, Been using the developers preview for a few months now. But the last month I noticed my Email was not syncing up, (Have to sync manually) and I cant download any apps. Just says pending. I have a Nokia Lumina 928 . OS Version 8.10.12397.895. From what I have read this is the Data Sence App that is doing this.

I have Win 10 mobile version 10.0.10586.11 running on a Lumia 640. I'm currently unable to download updates for apps or install new apps. All apps just say "pending".
